SAN DIEGO, CA – The San Diego County Board of Supervisors approved a plan to revitalize the main commercial strip and adjacent residential area along Campo Road in Casa de Oro.
The Campo Road Corridor Revitalization Specific Plan envisions a new vision for the 60-acre area centered on Campo Road between Rogers Road and Granada Avenue. The goal of the plan is to convert the area from a walkable commercial corridor to a destination with a “Main Street” feel.
The proposed changes will allow for better access by public transportation, walking and biking, and will make the corridor a welcoming destination for both area residents and visitors.
In addition, the plan includes updated traffic management options, such as improved traffic circles and left-turn lanes, wider sidewalks, on-street parking and protected bike lanes.
It also calls for modifying zoning to allow mixed-use housing along the corridor, as it currently only allows two-story mixed-use developments, with retail on the ground floor and residential above.
The proposed changes would allow mixed-use developments with an additional story, expanding affordable housing opportunities in the area.
Since 2017, the County has hosted dozens of public forums, community meetings and workshops to allow the community to share its ideas for the area and establish a long-term vision for its improvement.
“Our community ultimately chose to reduce the number of traffic lanes and take things in a new direction to make their community more walkable and welcoming. And the County, on behalf of this community, will be seeking grant funding to help make some of the projects in the plan a reality; this is an example of democracy that works, and I’m excited to be a part of it,” said Supervisor Nathan Fletcher.
To achieve the vision of the plan, the County has already applied for more than $3 million in grants to fund preliminary engineering studies, plans and specifications for the Campo Road roadway reconfiguration. Planning and Development Services (PDS) staff will continue to identify new funding opportunities to bring the plan to life.
“The specific components of the plan will not only make our community safer, but will also provide the clear vision needed to turn the Campo Road corridor into a vibrant destination that benefits businesses, residents and visitors,” said Lisa Stewart, President of the Casa de Oro Alliance.
The plan aligns with the County’s General Plan and adds new affordable housing and commercial growth in areas with high access to public transportation, services and amenities.
