EL PASO, TX – The City of El Paso appointed Peter Pacillas as the new Interim Chief of the Police Department, following the passing of veteran Greg Allen at the end of January.
Allen joined the City of El Paso in 1978 and was named Chief of Police in March 2008, a position he held until his death last month.
Pacillas, has served as Deputy Chief of Police since 2009, graduated from the El Paso Police Academy in 1988 and has served at all ranks within the Department.
Chief Pacillas holds a Bachelor of Science degree in Organizational Leadership from Montana State University, and has proven himself in key assignments throughout his career, serving as a member of the Central Patrol Station, Tactical Division, Northeast Substation, Pebble Hills Regional Command, Training Academy, Support Services Division, Directed Investigation Division, Bomb Squad and SWAT Team.
“The City of El Paso Police Department has an incredibly strong group of senior leaders. We were confident in finding quality candidates for the interim police chief position. We considered multiple factors, including strong leadership, strategic planning skills, workforce focus, organizational focus, customer focus, knowledge management considerations, and the results that would come from utilizing these criteria. We believe we had several candidates who could have filled this role,” said City Manager Tommy Gonzalez.
“In the end, we selected Chief Pacillas, who met all of the qualities, as well as the continuity and stable work environment that we want to continue to foster during this interim period. We also believe that he will guide our police and civilian workforce through a transition that will make us better,” added the city manager.
Gonzalez reiterated that Pacillas and the senior management team would make any leader proud, but especially the late Police Chief Greg Allen.
Likewise, Gonzalez said the City has proven time and again the strength of the organization is in the processes and organizational chart alignments that have been put in place through the development of a strong succession plan and a commitment to managing the City’s talent pipeline that grows leaders within the organization.
“Pacillas is a great example of the gifted leaders within our successful talent pipeline who have embraced our organization’s leadership development opportunities that inspire collaboration and alignment and integration with our service delivery,” said Deputy City Manager Mario D’Agostino.
The next step in the final Police Chief selection process will be to conduct a national search, which will include an opportunity for local leaders to apply.
