JUAREZ, CHIH – The U.S. Consulate General in Ciudad Juarez announced the arrival of Rafael Foley as the new U.S. Consul General in Juarez.
Foley assumed the position effective June 4, 2024. The new Consul is a career member of the U.S. Foreign Service. Most recently, he served as the Director of the Office of Policy, Planning and Coordination in the Bureau of Western Hemisphere Affairs in Washington, D.C.
Previously, he served as Deputy Chief of the Venezuelan Affairs Unit at the U.S. Embassy in Bogotá. During his 26 years as a career diplomat, he has served as Political Counselor in Caracas, Acting Director and Deputy Director of the Bureau of Central African Affairs in the Bureau of African Affairs, and Deputy Chief of Mission in Malabo.
He has also served in The Hague, Islamabad, the Vatican, Baghdad, Managua, Geneva and Abuja. His work has been recognized with the Mark Palmer Award for the Advancement of Democracy and other major awards.
In addition, Mr. Foley holds a B.A. in Political Science from Montclair State University in New Jersey, an M.A. in International Relations from Columbia University in New York and an M.A. in Theology from Universidad de la Sabana in Colombia. Consul Foley speaks English, Spanish and Italian.
Consul General Foley succeeds Tor Petersen, who served as Acting Consul General since February 2024. The U.S. Consulate General in Ciudad Juarez has the entire state of Chihuahua as its assigned area for the exercise of its consular functions.
