EL PASO, TX – El Paso Water (EPWater) will implement a 30% discount on minimum water and wastewater rates for low-consumption users beginning March 1, as part of an effort to promote water conservation.
The measure will benefit approximately 15,000 users who consume 1 CCF (748 gallons) or less per month, generating a monthly savings of $10.11 per customer.
The Public Service Board (PSB) approved this initiative, along with the extension of the water supply replacement fee exemption to users who consume up to 4 CCF (2,992 gallons), which could benefit an additional 19,000 customers.
Both actions reflect EPWater’s commitment to affordability and conservation, according to President and CEO John Balliew.
In parallel, the company presented its budget for fiscal year 2025-26, which proposes a $5.71 monthly increase in the average residential bill, representing a 7% increase compared to the previous year. This adjustment seeks to cover critical infrastructure investment needs, including water and wastewater network repairs and improvements, and flood control.
Balliew stressed that the main driver behind the increase is needed investments in aging infrastructure, with an average of 47 years for water mains and 44 years for wastewater mains.
The budget calls for an investment of $610 million. The final vote on the budget and rates will be held on January 8.
