LAREDO, TX – The Community Development Department of the City of Laredo, Texas held a groundbreaking for the Southern Hotel Apartments Rehabilitation Project.
Located at 1210 Matamoros Street, the project is intended to provide additional affordable rental housing units available to low- to moderate-income households.
Overall, the plans include a total of 22 housing units (1 bedroom and studio units), of which, nine will be market rent and 13 will be for low-income applicants. Funding for this project comes in part from the Community Development Block Grant (CDBG), the Section 108 Loan Program and the Home Investment Partnership Program, all through funds from the U.S. Department of Housing and Urban Development (HUD).
The City received HUD approval on January 26, 2023 for the Section 108 loan that will assist with the conversion of the Hotel del Sur, into mixed-income rental housing.
According to the City Council, Section 108 will provide the ability to leverage the annual grant allocation to access flexible, low-cost financing for economic development, housing, public facilities and infrastructure projects. Otherwise, the historic building would deteriorate or be demolished.
The Southern Hotel is a three-story Victorian commercial structure that was among the community’s landmark hotels in the early 20th century and was part of the original Hamilton Hotel in 1915.
All design elements have been reviewed and approved by the Laredo Landmarks Board and the Texas Historical Commission. The project is estimated to be completed within 18 months.
