LAS CRUCES, NM – The City of Las Cruces has issued a Request for Qualifications (RFQ) to develop a permanent supportive housing project to be built as an extension of the Mesilla Valley Community of Hope (MVCH) campus, at 1101 W. Amador Ave.
In partnership with MVCH, the City has requested qualifications and proposals to participate in the development of a new affordable housing community on a 4.8277-acre site adjacent to MVCH. The City will consider project needs, developer experience and any associated qualifications, competencies, ability to implement, and limit risk.
Permanent Supportive Housing (PSH) is a proven solution for the most vulnerable people experiencing chronic homelessness. PSH is an intervention that combines housing with case management and supportive services, and is generally targeted to people who are chronically homeless or highly vulnerable due to disabilities.
The goal of the PSH program is to end homelessness and improve the person’s well-being by ensuring stable housing.
To participate in the project, the individual must qualify and be certified as an approved grantee by the City and the New Mexico Mortgage Finance Authority. The deadline for submitting proposals is no later than 4:30 p.m. on June 30, 2022.
In 2020-2021, the City purchased two adjacent properties. A 2.212-acre property at 991 W. Amador Ave. is being renovated for a new food pantry facility; while the other parcel, 4.8277 acres at 1101 W. Amador Ave. was purchased for affordable housing development.
The MVCH Master Plan, pending City Council approval, provides some guidance for the development of this property to create a quality, innovative affordable housing development that is mindful of the campus, clients, surrounding amenities and meets the needs and desires of the city.
It is envisioned that redevelopment of the existing site could result in a new building, or properties, containing 60 to 150 rental units.
